Why are future prices higher than current?

Joz Cozijnsen at New Values Community argues that the currently high futures price for carbon emissions permits (20 euros per tonne for after 2008 compared to around 15 euros on the spot market) “shows trust in the carbon market for the longer term”.  Perhaps it also shows that traders believe there will be a shortage of permits in 2008, relative to now.
