UK may release 2005 early

The UK Government is considering whether or not to release information on 2005 UK carbon emissions ahead of the official EC release date of 15 May 2006, according to this Guardian report.   The EC has asked member states not to release their national information for 2005 ahead of this date, after the early release last week by some states of their 2005 emissions caused a fall in prices.

The EC and member states need to think about greenhouse gas emissions markets as financial markets, rather than merely as Kyoto agreement implementation mechanisms.  Being financial markets, strict and precise rules for information disclosure need to be formulated, just as they are for most stock markets and other financial markets, in order to avoid the sudden collapse we saw last week.
