The UK Government has announced interim decisions regarding the scope and operation of Phase II of the European Emissions Trading Scheme (ETS). Details are available from the DEFRA website (see news announcement of 2005/11/24).

To quote from the summary of the document:

“The Environment Agency will be contacting installations in England and Wales shortly to collect data or invite installations to apply for allocation
methodology rules. The Scottish Environment Protection Agency will
undertake this exercise in Scotland, the DOENI in Northern Ireland, and
DTI for offshore.

Decisions have yet to be taken on the cap, sector caps, sector
classification, treatment of CHP, and the detail of the electricity sector
benchmark. A full summary of consultation responses and a Government
response will be published with the draft National Allocation Plan (NAP).”
