Smaller firms could trade carbon

The UK Government is considering a proposal from The Carbon Trust which would require small and medium size businesses to engage in carbon emissions trading.  The proposal is aimed, not at traditional emitters such as factories, but at retailers and commercial organizations, in order to encourage them to adopt energy-saving measures.    If implemented, this measure would greatly increase the numbers of companies able to participate in carbon trading, although, as with the current regulations, many companies may take some time before actively trading.  The proposal has been reported by BBC News
