John Redwood, Chairman of the Conservative Party’s Economic Competitiveness Policy Group, has proposed that new, energy-efficient cities be built on reclaimed land currently offshore England’s south-eastern coast.  It might seem a wacky idea (from a man who was once called “The Vulcan”), but we should be taking all these ideas seriously.
