New England to cap-and-trade
In a sign of support for carbon emissions trading, 7 north-east US states are negotiating to sign an agreement to cap greenhouse gas emissions from electric power stations and permit them to trade in allowances. The states are Connecticut, Delaware, Maine, New Hampshire, New Jersey, New York and Vermont, with Massachusetts a possible partipant.
