German Phase II decrease decided today?
Last night (2006-06-27), BBC Newsnight reported that the German cabinet would meet today to decide the decrease in carbon emissions which Germany would propose to the EC for ETS Phase 2. Other EC countries are supposedly waiting to see what decrease Germany proposes, in order that their industries are not disadvantaged relative to German companies. The programme reported that a decrease of a mere 0.6% in emissions would be likely adopted by the German cabinet. If so, such a small cut would be an appalling setback for greenhouse gas emissions reductions, and for the world climate.
