Fuel duty and mis-aligned incentives

Richard Branson, owner of Virgin Trains (among other businesses), has asked the UK Government to reduce the fuel duty on blended biofuel, according to this Guardian article.  Pure biofuel attracts a duty of 6p per litre, while the duty on industrial diesel is 7p per litre.  The blend of the two fuels together is 50p per litre, seven times that of industrial diesel – a level which would seem to greatly discourage rather than encourage the greater use of biofuels.
