ETS 2008-2012
The EC has now issued guidance notes to member states for the creation of carbon emission allocation plans for the 2008-2012 period.   Member states are instructed to cut overall emissions by an average of 6% over the period, to compensate for Europe’s failure to achieve its Kyoto targets. As the Financial Times notes (may require subscription), this puts British emitters at an advantage, because of Britain’s on-target emissions.
The UK Government is expected to produce their draft national allocation plan in Spring 2006.  Today’s Financial Times reports that energy-intensive businesses are expected to lobby hard for looser emissions targets.
