The political leaders of Australia’s six states have agreed to introduce their own joint carbon emissions trading system by 2010 if the Australian Federal Government still refuses to do so, according to this newspaper report. You would think John Howard’s Federal Government would be shamed into action by this example of leadership from below, but apparently not yet.
